You can choose whatever bus to reach towards Embilipitiya bus station. From Embilipitiya bus stand take Embilipitiya - Matara route number 11 | 363 towards Matara city. Udawalawe - Matara buses operate 05:00 to 18:00 time period. Bus fare for Matara from Udawalawe less than 2 USD. It will take nearly 2 hours time for reach Matara. If traveler unable to find bus Embilipitiya - Matara bus or if there is no bus available towards Matara, then you can take bus towards Nonagama junction using Embilipitiya - Hambanthota route number 211 bus from Embilipitiya bus station. If you decide to take Embilipitiya - Hambanthota bus do not forget to get off from Nonagama junction. From Nonagama junction traveler need to take bus towards Matara city. Most common buses that can be use will be Hambanthota - Matara, Tissamaharama - Matara or Kataragama - Colombo. After  traveler get off from Matara, then he/she needs to take a bus to reach Weligama. Unfortunately, in current setup [2019/02] there are no trains available from Udawalawe / Embilipitiya to Matara. But currently railway track is building towards Kataragama therefore in future there will be trains available to Matara from Beliatta. If you reach Matara, traveler can take train to Weligama.
